Four Repository Migration

Migration order:

1. Import and validate contract artifacts.
2. Establish assembly manifest, ADR ontology, Starlight, and runtime composition.
3. Make backend and frontend consume immutable contract releases.
4. Point GitOps and integrated scenarios at assembly-owned paths.
5. Prove release, recovery, and rollback at immutable role pins.
6. Remove backend compatibility copies.

Current status is partial. assembly.manifest.json lists named gaps. A copied file is not ownership proof; authority changes only after the owning repository gate and assembly scenario both pass.
